Casa, AR (February 1, 2022) – In order to address some of the many rumors that have been circulating among the members of the community and surrounding area concerning annexations, the City would like to let everyone know the procedure for annexation.   The City of Casa is not and cannot annex properties into the City limits without participation from property owners.

If a property owner wishes to become incorporated into the City limits, they must follow the guidelines outlined in the state law:

§ 14-40-609 - Annexation by one hundred percent (100%) petition. (3) An incorporated town. (b) (1) An individual who owns property in a county that is contiguous to a city or town may petition the governing body of the city or town to annex the property that is contiguous to the city or town.

Casa follows the 100% method. This means, 100% of the property owners affected, must agree. Property owners must generate a petition and each property owner must sign that petition. The property owners can then appear before the City Council and request to be added to the City limits.  If the Council agrees, the City will then take the petition to the County Judge and have the issue placed on the agenda for the County Quorum Court. If approved by the Quorum Court, a legal notice will be placed in the newspaper and a public hearing will be held where any citizen can address the issue. 

Once finalized, the City Council will then pass an ordinance/resolution annexing the parcels into the City Limits.
